各位

環境保護に関する各種の国際条約に対する米国政府の対応振り等について、米国政府
検査院（GAO）その他の報告書が次のサイトで入手できます。在日米国大使館からの
情報です。ご参考まで。

なお、下記３にあるとおり、民間シンクタンクPERC(Political Economy Research
Center)のレポートによれば、ブッシュ政権の環境政策は、全体としてのグレードは
"C"との成績がつけられたそうです。

1.米国会計検査院GAOより、「国際環境：5つの主要条約を満たすためのアメリカの
活動」と題されるレポートが出されました。取り上げられている5つの条約は、
絶滅のおそれのある野生動植物の種の国際取引に関する条約, オゾン層を破壊する
物質に関するモントリオール議定書, 北米環境協力協定, 深刻な干ばつ又は砂漠化
に直面している国における砂漠化の防止のための国際連合条約, 国連気候変動枠組条
約です。

On January 22, PERC released its "Mid-Term Report Card" on the Bush
administration's environmental policy with a press conference at the
National Press Club, followed by a briefing to congressional staff members.
The Report Card, a one-page summary backed by 116 pages of support and
documentation, gave the Bush Administration a C- grade, based on scores in
sixteen separate subjects covering air quality, chemicals, climate change,
endangered species, public lands, regulatory review, and water quality.
